All responsible companies that place at least 300 kg of packaging on the market per year shall be subject to a take-back obligation. If the responsible company is the party referred to in article 2(20)(a), (b) or (d), the targets referred to in article 3(2) and (3) shall be expressed as percentages by weight relative to the total weight of one-way packaging that has been placed on the market by the responsible company during the calendar year.
每年在比利时市场投放包装≥300 kg 的责任企业，均负有回收（take-back）义务；目标按责任企业当年投放市场的一次性包装总重量百分比计算。

Any natural person or legal entity established outside Belgium who sells products directly to private households in Belgium by means of distance selling shall be considered to be a responsible company within the meaning of b). The person or entity referred to in the previous paragraph shall appoint a natural person or legal entity established in Belgium as the authorised representative responsible for fulfilling the obligations of the responsible company. ... An authorised representative shall be appointed by written proxy before any products are placed on the market. Written notification of this proxy shall be sent to the Interregional Packaging Commission.
