城市污水处理指令

碳环境 Article 1 — subject matter

This Directive lays down rules on the collection, treatment and discharge of urban wastewater, to protect the environment and human health, in line with the One Health approach, while progressively reducing greenhouse gas (GHG) emissions to sustainable levels, improving the energy balance of urban wastewater collection and treatment activities and contributing to the transition towards a circular economy.

本指令规定城市废水的收集、处理和排放规则，以“同一健康”方针保护环境和人类健康，同时逐步将温室气体（GHG）排放降至可持续水平，改善城市废水收集与处理活动的能量平衡，并促进向循环经济转型。

碳环境 Article 8(1) — quaternary treatment deadlines

Member States shall ensure that discharges from urban wastewater treatment plants treating urban wastewater with a load of 150 000 p.e. and above satisfy, before being discharged into receiving waters, the relevant requirements of quaternary treatment ... by: (a) 31 December 2033 for discharges from 20 % of those urban wastewater treatment plants; (b) 31 December 2039 for discharges from 60 % ...; (c) 31 December 2045 for all discharges ...

成员国应确保，处理负荷达 150 000 人口当量及以上的城市废水处理厂的排放，在排入受纳水体前满足四级处理的相关要求，时间表为：(a) 到 2033 年 12 月 31 日覆盖 20% 此类处理厂的排放；(b) 到 2039 年 12 月 31 日覆盖 60%；(c) 到 2045 年 12 月 31 日覆盖全部此类排放。
