建筑产品条例（CPR）

碳环境 Article 1(1) — subject matter

This Regulation lays down harmonised rules for the placing and making available on the market of construction products, regardless of whether undertaken in the framework of a service or not, by establishing: (a) harmonised rules on how to express the environmental and safety performance of construction products in relation to their essential characteristics, including on life cycle assessment; (b) environmental, functional and safety product requirements for construction products.

本条例就建筑产品的投放与在市场上提供制定统一规则（无论是否在服务框架内进行），规定：(a) 关于如何就其基本特性表达建筑产品环境与安全绩效（包括生命周期评估）的统一规则；(b) 建筑产品的环境、功能与安全产品要求。

环境 Article 15(2) — declaration of performance and conformity to include life-cycle environmental performance

The declaration of performance and conformity shall include the product’s environmental sustainability performance over its life cycle in respect of the predetermined environmental essential characteristics listed in Annex II for those characteristics that are declared. The performance shall include the packaging used or most likely to be used and shall be calculated using the latest version of software made available free of charge on the website of the Commission.

性能与符合性声明应包括产品在附件二所列预定环境基本特性方面、就已声明的那些特性的全生命周期环境可持续性绩效。该绩效应包括所用或最可能使用的包装，并应使用委员会网站免费提供的最新版软件计算。

碳 Article 15(3) — staged coverage of essential characteristics

The declaration of performance and conformity shall cover at least a product’s performance over its life cycle with regard to the following essential characteristics: (a) essential characteristics listed in points (a) to (d) of Annex II, from 8 January 2026; (b) essential characteristics listed in points (e) to (m), of Annex II, from 9 January 2030; (c) essential characteristics listed in points (n) to (s), of Annex II, from 9 January 2032.

性能与符合性声明至少应涵盖产品在以下基本特性方面的全生命周期绩效：(a) 附件二 (a) 至 (d) 点所列基本特性，自 2026 年 1 月 8 日起；(b) 附件二 (e) 至 (m) 点所列基本特性，自 2030 年 1 月 9 日起；(c) 附件二 (n) 至 (s) 点所列基本特性，自 2032 年 1 月 9 日起。
