01
Who the regulation applies to
This regulation applies to:
- Member States (must jointly ensure that renewable energy accounts for at least 42.5% of the EU's gross final energy consumption by 2030, with an aspiration of 45%; and implement binding sub-targets for heating and cooling, transport, industry, buildings and district heating and cooling, and speed up permitting and establish ‘renewable acceleration areas’)
- Fuel suppliers/economic operators in hard-to-electrify sectors such as transport and industry (must meet binding targets for renewable fuels and renewable fuels of non-biological origin (RFNBOs), and are subject to the amended Directive 98/70/EC on fuel technical specifications)
- Building-related parties (must meet the renewable energy sub-target for buildings and promote electric mobility and smart charging)
This Directive is an amendment to Directive (EU) 2018/2001 on the promotion of the use of energy from renewable sources, and also amends Directive 98/70/EC.
The following provisions define its scope:
Article 1, point (2)(a) — Amendments to Directive (EU) 2018/2001 (replacing Article 3(1))
1. Member States shall collectively ensure that the share of energy from renewable sources in the Union’s gross final consumption of energy in 2030 is at least 42,5 %.
Member States shall collectively endeavour to increase the share of energy from renewable sources in the Union’s gross final consumption of energy in 2030 to 45 %.
Member States shall set an indicative target for innovative renewable energy technology of at least 5 % of newly installed renewable energy capacity by 2030.
Article 3, point (1) — Amendments to Directive 98/70/EC (replacing Article 1 'Scope')
This Directive sets, in respect of road vehicles, and non-road mobile machinery, including inland waterway vessels when not at sea, agricultural and forestry tractors, and recreational craft when not at sea, technical specifications on health and environmental grounds for fuels to be used with positive ignition and compression-ignition engines, taking account of the technical requirements of those engines.

Key provisions
Amended Article 3(1) — 2030 renewable energy target (42,5 %)
Member States shall collectively ensure that the share of energy from renewable sources in the Union's gross final consumption of energy in 2030 is at least 42,5 %. Member States shall collectively endeavour to increase the share of energy from renewable sources in the Union's gross final consumption of energy in 2030 to 45 %. Member States shall set an indicative target for innovative renewable energy technology of at least 5 % of newly installed renewable energy capacity by 2030.
Amended Article 3(3) — cascading use of biomass
Member States shall take measures to ensure that energy from biomass is produced in a way that minimises undue distortive effects on the biomass raw material market and an adverse impact on biodiversity, the environment and the climate. To that end, they shall take into account the waste hierarchy ... and shall ensure the application of the principle of the cascading use of biomass ...
