Industry-specific duties Calculate and declare embedded emissions per installation Calculate direct and indirect emissions at installation level, distinguish them by production route and retain verification working papers. Trigger: Imports of CBAM-covered steel products (pig iron, crude steel, steel products, etc.) exceeding 50 tonnes per year · Evidence: Installation-level calculation of direct emissions (including process emissions) and indirect emissions; distinction by production route (blast furnace/EAF); production data and verification report · Timing: Recording from 2026; annual declaration Source: Reg (EU) 2023/956 ; method per the Implementing Reg (EU) 2023/1773 framework Obtain the status of authorised CBAM declarant Authorisation must be applied for from the competent authority of the Member State before import, and a cumulative import ledger must be kept. Trigger: Importing covered goods in one's own name · Evidence: Authorisation from the Member State competent authority; import volume ledger (aggregated across steel/aluminium/cement/fertilisers) · Timing: 2026-01-01, definitive period Source: Reg (EU) 2023/956 ; threshold Reg (EU) 2025/2083 Purchase and surrender CBAM certificates Purchase certificates corresponding to annual embedded emissions and cancel them in the account by 31 May of the following year. Trigger: Embedded emissions corresponding to import volumes in the definitive period · Evidence: Certificate account and quarterly price records; purchasing starts in 2027-02 · Timing: From 2027-02; annual settlement Source: Reg (EU) 2023/956 Prepare product carbon footprint ledgers for downstream products in advance Build product-level steel content and emissions data chains for fasteners, steel structures and other products proposed for coverage. Trigger: Export of around 180 products proposed for coverage, such as fasteners, springs, steel structures and metal parts for appliances · Evidence: Product-level steel/aluminium content; supplier embedded emissions data · Timing: Proposed for 2028-01 〔under review〕 Source: COM(2025) 989 final ETS and industrial emissions compliance for EU installations Installations in the EU must monitor and report under the ETS and submit transformation plans under the IED. Trigger: Operating blast furnaces/EAFs or other ETS-covered installations in the EU · Evidence: Monitoring plan, annual emissions report and verification (MRV); IED transformation plan · Timing: Ongoing Source: Directive 2003/87/EC; Directive (EU) 2024/1785 02
Duties by regulation CBAM Regulation Regulation (EU) 2023/956 In force Key date:2026-01-01
Obtain the status of authorised CBAM declarant Registration as an authorised CBAM declarant with the competent authority of a Member State is required before import. Trigger: Importing goods covered by CBAM (steel, aluminium, cement, fertilisers, hydrogen, electricity) · Evidence: Authorised declarant decision, registration details · Timing: Before import Submit the annual CBAM declaration Declare the quantity of imported goods, embedded emissions and carbon price paid. Trigger: Each quarter/year in which goods are imported as an authorised declarant · Evidence: CBAM declaration, supplier emissions data, verification documents · Timing: After each quarter; annual declaration by 30 September Purchase and surrender CBAM certificates Purchase and surrender CBAM certificates according to embedded emissions; the price is linked to the weekly average EUA price. Trigger: Embedded emissions confirmed in the annual declaration · Evidence: Certificate holding and surrender records, cancellation certificate · Timing: Surrendered after the annual declaration Use actual emissions data rather than default values Use of default values is restricted; verified actual emissions data from the production installation must be obtained. Trigger: Importers wishing to reduce certificate costs · Evidence: Verified emissions data provided by the producer, production route description · Timing: From the definitive period starting in 2026 03
