How to use the CBAM goods query tool
A guide to the CBAM goods query tool: check whether a consignment falls under CBAM and which data you need to request from your suppliers. First settle applicability, then enter the values in the emissions estimator.
Adapted from the European Commission DG TAXUD CBAM self-assessment tool (v1.1) · Verified 2026-10-09
01What the tool does
Enter an 8-digit CN code and the relevant import details and the tool gives an initial assessment: whether the goods are CBAM goods, whether reporting is required, and which data must be obtained from the producer or supplier. It is a quick screen, not a customs classification or a legal determination.
- Checks whether the CN code falls within the goods listed in CBAM Annex I (cement, iron and steel, aluminium, fertilisers, electricity, hydrogen).
- Indicates whether the goods count indirect emissions (depending on the Annex II treatment).
- Lists the data to request: quantity, country of origin, production installation, direct emissions, production route, precursors, emission parameters and more.
- Flags exemptions and simplifications (such as the annual 50-tonne threshold).
02Input fields
| Field | Notes |
|---|---|
| CN code | EU goods code (8 digits), e.g. 25231000. Check it in EU TARIC. |
| Area of origin | Country/region of production; affects whether precursors and carbon-price deductions apply. |
| Value of goods | Intrinsic value of the consignment (below EUR 150 / above EUR 150). |
| Purpose of import | Customs procedure: release for free circulation, returned goods, or other (e.g. temporary admission). |
All four fields must be filled before a result appears; if any is empty, the result area stays hidden.
03Reading the result
| Result | Meaning |
|---|---|
| CBAM applies | Whether the import carries CBAM obligations (YES / NO). |
| Goods category | The sector (cement, iron and steel, aluminium, fertilisers, electricity, hydrogen). |
| Aggregated category | The aggregation used for emissions calculation (e.g. cement clinker, pig iron, crude steel, ammonia, urea). |
| Goods concerned | The specific goods name for that CN code. |
| Indirect emissions | Whether electricity and other indirect emissions must be reported/counted (some goods are direct-only). |
| Data to report | The list of data to request from the producer/supplier, with explanations. |
| Special provisions | Exceptions or special clauses relevant to these goods. |
04Basis and limitations
- The tool is adapted from the European Commission DG TAXUD CBAM self-assessment tool (v1.1) and localised by ohESG; results are for an initial assessment only.
- The underlying data still follows the transitional-period logic; scope and quantity thresholds have changed under the 2026 definitive regime (e.g. the annual 50-tonne threshold and the Regulation (EU) 2025/2083 simplification rules). Always check the latest official sources.
- From 1 January 2026 importers must be authorised CBAM declarants and must buy and surrender CBAM certificates at the average EUA price.
- The tool does not replace customs classification and is not legal advice; legal effect rests with the version published in the Official Journal.
