Aluminium and non-ferrous metals · Checklist Indirect emissions (the electricity mix) are the main variable in CBAM cost; proof of green power is the competitive edge.
Tick items for internal review; triggers and thresholds depend on the entity, product classification and Member State application. See the industry dossier and follow the links for the legal source.

Industry-specific duties Calculate and declare embedded emissions per installation (including indirect emissions) Direct emissions and indirect electricity emissions are calculated together; for the indirect part, evidence of green electricity may be relied on for deduction. Trigger: Imports of CBAM-covered products such as unwrought aluminium, aluminium sheet/profiles · Evidence: Direct emissions (including PFC/anode) plus indirect electricity emissions; proof of the electricity mix (PPAs, green certificates, sub-metering) · Timing: Recording from 2026; annual declaration Source: Reg (EU) 2023/956 ; indirect emissions rules in Reg (EU) 2025/2083 Establish an evidence chain for the electricity mix to claim indirect emissions Prove the source of electricity using PPAs, green certificates and sub-metering; transport emissions are not included. Trigger: Electricity consumption in aluminium smelting/aluminium processing · Evidence: PPA contracts, renewable energy certificates, metering sub-meters (transport emissions not included) · Timing: Ongoing during the definitive period Source: Reg (EU) 2025/2083 (default country factor + deduction channel) Prepare product-level ledgers for downstream aluminium products Establish aluminium content and emissions ledgers for products proposed for coverage, such as profiles and extrusions. Trigger: Export of profiles, extrusions, metal parts for appliances, vehicle components, etc. · Evidence: Product-level aluminium content and embedded emissions; supplier data · Timing: Proposed for 2028-01 〔under review〕 Source: COM(2025) 989 final ETS and indirect cost compensation for EU installations Electrolysis installations in the EU must report under the ETS and may apply for indirect cost compensation from the Member State. Trigger: Electrolysis/smelting installations in the EU · Evidence: MRV report; application documents for the EEI Member State compensation scheme · Timing: Ongoing Source: Directive 2003/87/EC; EEI Guidelines 02
Duties by regulation CBAM Regulation Regulation (EU) 2023/956 In force Key date:2026-01-01
Obtain the status of authorised CBAM declarant Registration as an authorised CBAM declarant with the competent authority of a Member State is required before import. Trigger: Importing goods covered by CBAM (steel, aluminium, cement, fertilisers, hydrogen, electricity) · Evidence: Authorised declarant decision, registration details · Timing: Before import Submit the annual CBAM declaration Declare the quantity of imported goods, embedded emissions and carbon price paid. Trigger: Each quarter/year in which goods are imported as an authorised declarant · Evidence: CBAM declaration, supplier emissions data, verification documents · Timing: After each quarter; annual declaration by 30 September Purchase and surrender CBAM certificates Purchase and surrender CBAM certificates according to embedded emissions; the price is linked to the weekly average EUA price. Trigger: Embedded emissions confirmed in the annual declaration · Evidence: Certificate holding and surrender records, cancellation certificate · Timing: Surrendered after the annual declaration Use actual emissions data rather than default values Use of default values is restricted; verified actual emissions data from the production installation must be obtained. Trigger: Importers wishing to reduce certificate costs · Evidence: Verified emissions data provided by the producer, production route description · Timing: From the definitive period starting in 2026 03
