什么是责任审计

责任审计是一种文绉绉的说法。一般来说,市面上都有各类“验厂”的说法:即以某种标准去对某个厂房/区进行核验、审验。其实责任审计的对象也不止“厂”这个生产场所,但通俗易懂,似乎就流传了下来。

A sustainability audit is a tool that is used to compare your company's practices with the best practices for sustainability. Like most tools, it can be designed in a way that is simple and easy to use or it can be complex and detailed.

Yet another quote

A sustainability audit is a process that evaluates the performance of an organization in relation to its sustainable development goals. It can also be referred to as a “triple bottom line” assessment, because it assesses how well the company performs in three areas: social, environmental and economic.

A triple bottom line assessment typically includes an analysis of both internal and external factors affecting the organization’s sustainability. Factors such as climate change legislation or customer preferences are considered in addition to more tangible aspects like energy use or recycling rates. The goal of this type of evaluation is not only for companies to become more sustainable, but also for them to ensure they are meeting their stakeholders’ expectations through increased transparency and accountability. It is also known as an ESG audit.

Sustainability auditing is seen by many experts around the world as an integral part of any organization’s business strategy. Organizations like Walmart are committed to sustainable practices, and therefore must conduct ongoing audits of their business in order to maintain these commitments. Being able to audit one’s company is also valuable when stakeholders or other outside organizations begin asking questions about how a company is doing in terms of sustainability.

A TfS Assessment examines the supplier’s approach to the Environment, Social Responsibility, Ethics, and the Supply Chain. Assessment methodology is built on international CSR standards including the Global Reporting Initiative (GRI), the UN Global Compact, Responsible Care® principles and ISO26000.

Evaluation criteria include policies, actions, and results. Documentary evidence is required, and third-party certifications are considered. All supporting data remains strictly confidential.

TfS Assessments are conducted by TfS partner and service provider EcoVadis, a global leader for CSR Assessments, through a secure online platform. The Assessment questionnaire is adapted to the size, country of origin and business sector of the company being assessed. Reflecting the global reach of TfS, Assessments are available and valid across 140 countries.

TfS currently manages a pool of over 11,000 Assessments. The scorecards resulting from these Assessments are shared with the permission of the rated suppliers and thus available to all TfS members – expanding their choice of sustainable suppliers and improving procurement efficiency.

To prepare for an audit, the supplier is given key information, such as purpose, duration (usually 1-3 days on-site with 2 auditors), agenda proposal, and a list of documents needed for the audit. The supplier is also asked to complete the Self-Assessment Questionnaire (SAQ).

After the on-site audit, the audit will be documented in a standardized PSCI Audit Report Template, which includes: an overview of the audited facility, the completed questionnaire and a summary of positive and negative findings.

The Corrective Action Plan (CAP) contains all findings and their proposed corrective actions (including timeframes for completion), agreed upon by the auditor and the supplier.

The first option is strongly recommended, as it maximizes the benefits both for suppliers and PSCI member companies. Furthermore, the supplier may choose to share digitally via our web application (preferred) or using the PSCI Data Sharing Agreement

社会劳工整合项目( Social& Labor Convergence Project,简称“SLCP”),是由可持续服装联盟(SAC)促成,并得到了运动用品行业主要组织和公司大力支持的项目。项目的目标是为社会劳工数据收集创建个整合评估框架(CAF),建立一套用来收集全球服装和鞋类供应链中相关必要数据的描述性的(标准中立的)工具和验证方法,客观地评估社会和劳工条件,同时替换当前专有的评估工具,汇集一切努力支持利益相关方改善全球服装和鞋类供应链的工作条件。

其中,整体评估框架涵盖了有关童工和强迫劳工、职业健康和安全以及工资等问题的已验证的数据,并包含三个要素:数据收集和验证工具,用以收集验证工厂社会劳工条件的数据;验证协议,用以说明如何理解并回答工具中的问题;验证员指南,用以在验证过程中为验证员提供支持。这些数据可以帮助每个品牌或标准组织能够对现状是否可接受(合规)做出自己的判断。

RBA VAP (审验项目)

One of the most fundamental RBA programs is the Validated Assessment Program (VAP), which is the leading standard for onsite compliance verification and effective, shareable audits. The RBA itself does not conduct the audits but rather sets the standards and relies on approved audit firms. Since 2009, RBA members have completed more than 4,000 VAP onsite compliance audits conducted by independent third-party audit firms that have been approved by the RBA to execute the VAP protocol. As the program has grown it has become more complex, with hundreds of auditors from 11 firmsopen in new window in more than 20 countries.

WRAP 12原则

WRAP’s 12 Principles are based on generally accepted international workplace standards, local laws, and workplace regulations, and include the spirit or language of relevant conventions of the International Labour Organization (ILO), the United Nations Guiding Principles on Business and Human Rights, and the Organization for Economic Cooperation and Development (OECD)’s Guidelines for Multinational Enterprises. The 12 Principles encompass human resources management, health and safety, environmental practices, and legal compliance – including imports, exports, customs compliance, and security standards. They are meant to promote responsible business practices and sustainability in supply chain management. The WRAP program’s objective is to independently monitor and certify compliance with these standards, ensuring that sewn products are being produced under safe, lawful, humane, and ethical conditions. Participating facilities voluntarily commit to proving that their manufacturing practices meet these standards, and further commit to passing along, on their part, the expectation that their contractors and suppliers comply with them, as well. Facilities will comply with laws and regulations in all locations where they conduct business.
企业将遵守其开展业务的所有地点的法律和法规。

All facilities will comply with the legal requirements and standards of their industry under the local and national laws of the jurisdictions in which the facilities are doing business, along with any applicable international laws. This will cover all labor and employment laws of those jurisdictions, as well as laws governing the conduct of business in general, including rules and standards of ethics dealing with corruption and transparency, and any relevant environmental laws. 所有企业应符合企业开展业务所在司法管辖区的当地和国家法律以及任何适用的国际法所规定的行业法律要求和标准。这将涵盖这些司法管辖区的所有劳工和就业法律,以及规范一般商业行为的法律,包括处理腐败和透明度的规则和道德标准,以及任何相关的环境法。

Facilities will not use involuntary, forced, or trafficked labor.

Facilities will maintain employment strictly on a voluntary basis. Facilities will not use any forced, prison, indentured, bonded, or trafficked labor. This will include ensuring that any workers they hire will be under labor contracts that fully comply with all relevant legal requirements and do not impose any form of coercion (including imposing substantial fines or loss of residency papers by workers leaving employment or restricting a worker’s ability to voluntarily end his/her employment). In addition, workers should not be employed subject to any financial or collateral guarantee or debt security; any recruitment fees involved should be borne by facilities, not workers. 3.禁止聘用童工

Facilities will not hire any employee under the age of 15 (14 in less-developed countries) or under the minimum age established by law for employment, whichever is greater, or any employee whose employment would interfere with compulsory schooling. 企业不会雇用任何15岁以下(在欠发达国家为14岁)或低于法律规定的最低就业年龄(以较大者为准)的任何员工,或其就业将干扰义务教育的任何员工。

Facilities will ensure they do not engage in any form of child labor, including, but not limited to, the internationally recognized worst forms of child labor. Consistent with ILO Convention 138, facilities may not employ any person at an age younger than the law of the jurisdiction allows and in any case not below the age of 15 (14 in less-developed countries), even if permitted by local law. In addition, facilities will adhere to local legal requirements regarding mandatory schooling. Further, if, where permitted by local law, a facility employs young workers (defined as workers whose age is between the minimum age of employment and 18 years), the facility will also comply with any applicable legal restrictions on the nature and volume of work performed by such young workers, as well as any other requirements imposed by law, including limitations related to working hours and to ensuring that such young workers do not perform any hazardous work (e.g., chemical handling or operating heavy machinery). 企业将确保他们不从事任何形式的童工,包括但不限于国际公认的最糟糕的童工形式。根据劳工组织第138号公约,企业不得雇用任何年龄低于司法管辖区法律允许的年龄的人,而且无论如何不得低于15岁(在欠发达国家为14岁),即使当地法律允许也是如此。此外,这些企业将遵守当地关于义务教育的法律要求。此外,在当地法律允许的情况下,如果企业雇用青年工人(定义为年龄在最低就业年龄至18岁之间的工人),该企业还将遵守对这类青年工人所做工作的性质和工作量的任何适用法律限制,以及法律规定的任何其他要求,包括与工作时间和确保这类青年工人不从事任何危险工作(例如,化学处理或操作重型机械)有关的限制。

Facilities will ensure a workplace that is respectful of a worker’s rights and dignity. This includes ensuring that no corporal punishment or physical coercion be used. Facilities will not engage in or tolerate — either at the workplace or in residential quarters provided by facilities or labor brokers acting on their behalf – any sexual harassment or abuse, indecent or threatening gestures, abusive tone or language or any other kind of undesired physical or verbal contact, such as bullying. In particular, facilities will ensure proper training at all levels – including management, supervisors, and workers – to secure a workplace free of harassment and abuse. 企业将确保工作场所尊重工人的权利和尊严。这包括确保不使用体罚或身体胁迫。企业不会从事或容忍任何性骚扰或虐待、猥亵或威胁性手势、辱骂语气或语言或任何其他类型的不受欢迎的身体或语言接触,无论是在工作场所还是在企业或代表其行事的劳务经纪人提供的居民区。特别是,这些企业将确保各级-包括管理层、主管和工人-的适当培训,以确保工作场所没有骚扰和虐待。

企业须最少支付员工当地法令规定的最低报酬,包括所有指定工资、津贴和福利。 Facilities will ensure proper compensation for their employees for all the work done by providing in a timely manner all the wages and benefits that are in compliance with the local and national laws of the jurisdiction in which they are located. This will include any premiums for overtime work or work done during holidays, as well as any other allowances or benefits, including any mandatory social insurance, required by local law. 这些企业将及时提供符合所在司法管辖区当地和国家法律的所有工资和福利,从而确保为其雇员所做的所有工作提供适当的补偿。这将包括任何加班或节假日工作的保费,以及当地法律要求的任何其他津贴或福利,包括任何强制性社会保险。

Facilities are required by local law to adhere to any limits set on regular working hours, as well as any limits set on overtime work. Long term participation in the WRAP Certification Program is contingent upon meeting the limitations set by local law. WRAP recognizes that this can be a particularly challenging requirement, especially when taking into account local enforcement norms and customs. In light of this reality, WRAP will permit full compliance with local laws on working hours to be achieved incrementally, provided that a given facility meets the following conditions: is fully transparent about its working hours; ensures that those hours are all being worked voluntarily, in conditions that protect worker safety and health; compensates all employees in keeping with WRAP Principle 5; and shows improvement toward meeting the working hours’ requirements from one audit to the next. 当地法律要求企业遵守对正常工作时间设置的任何限制,以及对加班设置的任何限制。长期参加WRAP认证计划取决于是否符合当地法律规定的限制。WRAP认识到,这可能是一项特别具有挑战性的要求,特别是在考虑到当地执法规范和习俗的情况下。鉴于这一现实,WRAP将允许逐步完全遵守当地关于工作时间的法律,前提是给定的企业满足以下条件:工作时间完全透明;确保所有这些时间都是自愿工作的,条件是保护工人的安全和健康;根据WRAP原则5对所有员工进行补偿;并在一次又一次的审计中显示出在满足工作时间要求方面的改进。

7.禁止歧视

Facilities will ensure that all terms and conditions of employment are based on an individual’s ability to do the job, and not on the basis of any personal characteristics or beliefs. Facilities will ensure that any employment decision – involving hiring, firing, assigning work, paying or promoting – is made without discriminating against the employees on the basis of race, color, national origin, gender, age, sexual orientation, religion, disability, or other similar factors (pregnancy, political opinion or affiliation, social status, etc.). 企业将确保所有雇用条款和条件都是基于个人的工作能力,而不是基于任何个人特征或信念。企业将确保作出任何雇用决定--涉及雇用、解雇、分配工作、支付或晋升--不会因种族、肤色、国籍、性别、年龄、性取向、宗教、残疾或其他类似因素(怀孕、政治观点或从属关系、社会地位等)而歧视雇员。

企业须提供一个安全和健康的工作环境。若企业亦为员工提供住宿,须保证宿舍的安全和卫生。 Facilities will provide a safe, clean, healthy and productive workplace for their employees. Facilities shall prioritize worker health and safety above all else, and proactively address any safety issues that could arise. This will include a wide variety of requirements, such as, ensuring, among other things, the availability of clean drinking water (at no charge to workers), adequate medical resources, fire exits and safety equipment, well-lighted and comfortable workstations, and clean restrooms. Facilities cannot discriminate against workers based on whether or not they choose to associate. Both the facility and the workers shall ensure they conduct themselves in accordance with all relevant laws in this regard. Facilities will ensure an effective mechanism is in place to address any workplace grievances. 企业须尊重每个员工自行选择是否加入工人协会的自由。工厂不能因为工人是否选择联系而歧视他们。工厂和工人应确保他们的行为符合这方面的所有相关法律。企业将确保有一个有效的机制来解决工作场所的任何申诉。

10.符合环境管理要求

企业须遵守适用于企业营运的环境管理条例、法规及准则,并遵守其所在地环境保护的做法。 Facilities will ensure compliance with all applicable legally mandated environmental standards, and should demonstrate a commitment to protecting the environment by actively monitoring their environmental practices. In particular, facilities will ensure proper waste management, including monitoring the disposal of any waste material — whether solid, liquid or gaseous — to ensure such disposal is done safely and in a manner consistent with all relevant laws. Facilities are encouraged to minimize their impact on the environment by applying the principles of reduce, reuse, and recycle throughout their operations. 企业应确保遵守所有适用的法律规定的环境标准,并应通过积极监测其环境做法来表明对保护环境的承诺。特别是,这些企业将确保适当的废物管理,包括监测任何废物--无论是固体、液体还是气体--的处置,以确保以符合所有相关法律的方式安全处置。鼓励工厂通过在其运营过程中应用减少、再利用和再循环的原则,将其对环境的影响降至最低。

In addition, facilities will keep records for all materials and orders, as well as maintain detailed production records. 工厂将确保所有商品都按照所有适用的法律准确地标记或贴上标签。此外,工厂将保留所有材料和订单的记录,以及详细的生产记录。

12.符合安全规定
